Chairman of the Provincial People's Committee, Tran Tue Hien, signed Decision No.1669/QD-UBND dated 5-11-2024, issuing the Operating Regulation of the Working Group to promote exchange, cooperation, investment, trade, and tourism with Chinese localities and partners of Binh Phuoc province.
Accordingly, the working group is tasked with:
Expanding foreign exchange activities and people-to-people exchanges between localities; exchanging some tasks on Party building between Binh Phuoc province and Chinese localities.
Promoting investment, trade, and tourism activities to attract and invite Chinese businesses and investors to operate production and business in the province. Specifically: Connect with localities, associations, organizations, investment promotion, and trade of China to promote investment, trade, and tourism and promote the image of Binh Phuoc province to the Chinese business community. Provide necessary information on the potential, strengths, and investment environment of Binh Phuoc province; guide procedures, preferential investment attraction policies, and support for Chinese investors to explore the investment environment in Binh Phuoc province.
Simultaneously carrying out domestic and foreign investment, trade, and tourism promotion activities to attract quality projects; large capital scale; high technology; innovation; with spillover effects, commitment to cooperation, creating favorable conditions for provincial businesses to participate in the value chain, invest in high-value-added stages associated with human resource training cooperation; strengthen cooperation in science, technology and innovation, education and training, health... promote the digital economy and contribute positively to the socio-economic development of the province.
At the same time, accelerate the implementation of planning, infrastructure construction, arrangement of clean land funds, infrastructure of industrial parks, and necessary conditions to meet and attract foreign investors in general and investors from China in particular.
Connecting with relevant departments and agencies in supporting and guiding Chinese investors in carrying out investment procedures and related services. Support resolving difficulties and obstacles for Chinese businesses operating in Binh Phuoc province.
Develop the province's human resources to meet the needs of exchange, cooperation, and investment promotion activities. Implement the assigned tasks in Plan No. 292/KH-UBND dated 8-10-2024 of the Provincial People's Committee on strengthening exchange, cooperation, investment promotion, trade, and tourism with Chinese localities and partners.

The regulation also stipulates that the working group operates under the principle of centralized direction, the team leader decides all matters within the tasks and authority of the working group based on the opinions of the members. In cases exceeding authority, the team leader reports to the Chairman of the Provincial People's Committee for consideration and decision. Members of the working group operate concurrently, based on the field of work of their agency or unit, they are responsible for coordinating with the activities of the working group, ensuring the completion of tasks.
